Sodium hydroxide is termed an alkali while Ferric hydroxide is not because:

Alkalis are the bases which dissolve in water. NaOH\mathrm{NaOH} is sparingly soluble in water while Fe(OH)3\mathrm{Fe}(\mathrm{OH})_3 is not. Hence, NaOH\mathrm{NaOH} is an alkali while Fe(OH)3\mathrm{Fe}(\mathrm{OH})_3 is not. All alkalis are bases but all bases are not alkalis.
