Solution:  
Chlorine bleaches by oxidation
Cl2+H2O→HCl+HOCl→HCl+[O]\mathrm{Cl}_2 + \mathrm{H}_2\mathrm{O} \rightarrow\mathrm{HCl} + \mathrm{HOCl} \rightarrow\mathrm{HCl} + [\mathrm{O}]
The nascent oxygen reacts with dye to make it colourless.
