The Second Administrative Reforms Commission was constituted on 31st August, 2005 as a commission of inquiry under the Chairmanship of Veerappa Moily. Second Commission on Centre-State relations was appointed in April 2007 under the .Chairmanship of Madan Mohan Punchhi. This commission gave its recommendations in 2010 . The Thirteenth Finance Commission of India was constituted under theChairmanship of Vijay L. Kelkar on 13th November, 2007. The National Commission for the Review of the working of the Constitution was set up on 22nd February, 2000, for suggesting possible amendments to the Constitution of India, under the Chairmanship of Justice Manepalli Narayana Rao Venkatachaliah.
