12x^2-23x+11=0

\Rightarrow 12x^2-12x-11x+11=0

\Rightarrow 12x(x-1)-11(x-1)=0

\Rightarrow x=1\text{ or }\frac{11}{12}

II.

21y^2-20y+4=0

\Rightarrow 21y^2-14y-6y+4=0

\Rightarrow 7y(3y-2)-2(3y-2)=0

\Rightarrow (3y-2)(7y-2)=0

\Rightarrow y=\frac{2}{3}\text{ or }\frac{2}{7}

Clearly, x > y
