The second argument does not hold strongly because if we concentrate on increasing the green cover only and not on water preservation then slowly and gradually all the water resource will be depleted as the rate of consumption of natural resources is higher than that of preservation through harvesting and other techniques. Water, being our natural resource, needs to be continuosly preserved.
