(1) The then Prime Minister of India, Mrs. Indira Gandhi on March 24, 1983 announced in the Parliament the appointment of a Commission under the chairmanship of Justice Ranjit Singh Sarkaria, retired judge of the Supreme court, to review the Centre-State Relations. The report of the Commission was made public on January 30, 1988. The Commission suggested among other things amendment to Article 356 to prevent arbitrary imposition of the President’s Rule in the states
