(2) The Indian Councils Act1909, commonly known as theMorley-Minto Reforms, effectivelylegitimized the electionof Indians to the various legislativecouncils in India forthe first time. Earlier, only alimited number of Indianswere appointed to legislativecouncils. The majorities of thecouncils remained British governmentappointments.
