According to the provisions of the Constitution of India, to promote village and cottage industries is not a fundamental duty. It is a directive principle of state policy enshrined under Article 43 of the Constitution of India. The Fundamental Duties of the citizens were added to the Constitution by the 42nd Amendment in 1976, upon the recommendations of the Swaran Singh Committee that was constituted by the government earlier that year. The fundamental duties are contained in Article 51A (Part IVA) of the Indian Constitution.
