The duties or conduct of the Governor as a Constitutional Head of the State cannot be the subject matter of questions or debate in the Parliament. Where the Governor takes a decision independently of his Council of Ministers or where he acts as the Chief Executive of the State under President’s rule, his actions are subject to scrutiny by the Parliament. The Governor’s report for the imposition of the President’s rule will fall within the ambit of the discretionary power as in Article 163(2) of the Constitution.
