Congress wanted to include the demands of the masses and not any particular groups and classes. Moreover, the industrialists provided financial help to Congress. Thus, if the demand of the workers were included then the industrialists would be offended. Congress did not want to alienate the industrialists and to create the anti-imperialist feelings.
