The US defines its strategic partnership with India very broadly, going beyond hard security and geo-political issues to encompass the totality of ties ranging from energy, IT, science and technology to agriculture, education, health and food security. It believes that building Indian capacities in diverse sectors by giving India access to the latest US technologies with a view to boosting India's global role is a strategic choice. For the US, the strategic agenda is being hindered by our nuclear liability legislation, on which the US will seek a solution. India, in turn, seeks easier access to the US high and dual use technologies with loosened export controls.
The outsourcing issue, visa fee hikes and denial of visas for Indian service providers are so repoints with our IT sector. We have moved' on allowing FDI in multi-brand retail, but significant reforms in the financial and labour sectors are awaited by the US, which it will encourage in order to obtain greater access to the Indian market for its own economic recovery. The US will continue to seek a larger share of our defence market to underpin the strategic partnership. The high level of India-US military exercises will continue. In space, despite talk that a nuclear deal type agreement in this strategic sector can re-galvanise the relationship anew, the chances for this happening are little. Unlike Chin a’s rise, that o f India is not seen as a threat by the US. In its eyes, India’s ascent with more economic muscle will strengthen the cause of democracy globally
