(D) A bill which contains all orany matters specified in Article110 of the constitution and bears a certificate of the speaker is a money bill. It deals with taxation and governments pending. It can only be introduced in the Lok Sabha with the prior recommendation of the president. The question of whether a financial bill is a money bill or not, is decided by the Speaker. Such a bill needs to be endorsed by Speaker when passed by the Lok Sabha and sent to the Rajya Sabha.
