Article 244 (1) of the constitution, provides for the application of Fifth Schedule provisions to the administration and control of the Scheduled Areas and Scheduled Tribes in any State other than the State of Assam, Meghalaya, Tripura and Mizoram. The fifth Schedule gives significant powers and responsibilities to the Governor of the States under it, in order to protect the tribal identity and provide significant say to the tribals in administration, by extending powers to the governor.
