(2) Sher Shah Suri was the founder of the Sur empire in India with its capital at New Delhi. Sher Shah proved himself as a gifted administrator as well as a capable general. He was one of the greatest administrators of the medieval India. Sher Shah had four ministers after the model of the Sultanate period. They were: (a) Diwan-i-Wazarat, (b) Diwan-i-Ariz, (c) Diwan-i-Risalat, and (d) Diwan-i-Insha.
