The principle of ‘collective responsibility’ under parliamentarydemocracy implies that a motion of no-confidence can be moved in the Council of Minister as a whole only. The Principle of "CollectiveResponsibility", as stated by Article 75 of the constitution is thebedrock of the parliamentary system. This means that all theministers (including the ones selected from the Rajya Sabha) arejointly responsible to the Lok sabha. They swim or sink together. In this context, Dr B R Ambedkar observed: “Collective responsibilitycan be achieved only through the instrumentality of the PrimeMinister. Therefore, unless and until we create that office andendow that office with statutory authority to nominate and dismissministers, there can be no collective responsibility.”
