The Fifth Five-Year Plan (1974- 79) had a high priority to bring inflation under control and to achieve stability in the economic situation. It laid stress on employment, checking inflation, poverty alleviation (Garibi Hatao), and justice. It also focussed selfreliance in agricultural production and defence. The hyperinflation led the government to hand over a new function to RBI to stabilise the inflation. A judicious price-wage policy was started to check the menace of inflation on wageearners. It targeted an annual growth rate of 5.5 per cent in the National Income. Four Annual Plans were completed in the Fifth Plan period. The Plan was terminated in 1978 (instead of 1979) when the Janata Party came to power.
