Broadly both birth and death rates are low in 'Low Stationary Stage' of Demographic Transition Model. The Demographic Transition Model (DTM) was developed by American demographer Warren Thompson in 1929. It depicts the demography history of a country. The DTM model was divided into five stage, which are- - Stage one (High stationary)-Both birth and death rates are high. - Stage two (Early expanding)-Death rates falls sharply, birth rates remain high. - Stage third (Late expanding)-Birth rates falls, death rates stays at low levels. - State four (Low stationary)-Both birth and death rates are high. - Stage five (Declining population)-Low birth rate.
