She said, “Mr Hamel did not scold Franz.”

The given sentence is in Direct Speech. As per the question, we have to change it into Indirect Speech.
While changing the narration of an assertive sentence, we make the following changes:
'Said to' is changed to 'told + object'.
The first person (I/We) changes according to the subject and the second person (You) changes according to the object.
The conjunction 'that' is used in place of commas and inverted commas.
Simple past tense changes to Past perfect tense.
In the given sentence, 'did not scold' changes to 'had not scolded'.
