The Election Commission has imposed controls on three types of expenses — deployment of vehicles, publicity and payment to the voters – by activating the People’s Representative Act and evolving a code of conduct for parties and candidates. First, the ceiling on election expenses (fixed in 1984) was raised by three times to make it realistic in the light of the huge costs involved to conduct campaigns in a larger constituency. (The ceiling of Rs. 50,000, which was fixed in 1984, was found to be too low to conduct a campaign in a constituency which has a population between 75,000 and seven lakhs spread over 200-500 sq km). This has helped many candidates stick to the ceiling and also present realistic accounts.
