(4) According to the 7th Schedule of the Constitution, two or more states can make a request to the Parliament to make a law on a subject. According to Article 353 of the Indian Constitution, if in the entire country or in any part of it,emergency is declared Under[Article 352(1)], parliament laws about the subjects mentioned in all the lists including state lists for the whole of the country or a part of it.
