According to the rule of Degree of comparison, the comparison between two or more than two persons or things should be equal.

This particular rule will be followed when comparison takes place.
In the sentence given here, 'The people' are being compared with 'other offices' not with 'the people of other offices'.
Due to the rule of equal comparison, the sentence goes incorrect.
The third part of the sentence carries a mistake.
