The First-person of the country, "President" has the Power to Promulgate Ordinance.
Article 123 of the Constitution of India gives the right to President of India to Promulgate Ordinance in India on the recommendation of Union Cabinet.
This right to the President can be exercised only in the case when either of the two Houses of Parliament is not in session to enact laws.
Article 213 of the constitution of India provides the power to the Governor of States to promulgate Ordinance.
The Ordinance can be promulgated by the President of India for 6 weeks and it must be approved by Parliament within six weeks of reassembling or they shall cease to operate.
