The members of the Constituent Assembly were chosen on the basis of the provincial elections held in 1946. This Assembly included 93 representatives from the Princely States out of the total strength of 389 (296 seats were to be allotted to the British India, i.e., 296 + 93 = 389). However, the seats allotted to the Princely States were not filled as they decided to stay away from the Constituent Assembly. The discussions within the Constituent Assembly were influenced by opinions expressed by the public. In order to create a sense of collective participation, submissions were solicited from the public.
